Abstract
In the history of Indonesian state administration, especially the history of regional government since the beginning of Indonesian Independence, up to now many regional government laws have been enacted. The regional government laws then changed to become the legal basis for implementation of regional autonomy in Indonesia. The relationship between the central and regional governments covers a very broad issue, can be related to issues of nationalism and national building, can also be related to issues of national democracy and local democracy, and therefore also related to the issues of relations between the Tate and Society. The relationship between the center and the regions is a lot of discussions, between the two government units. Especially in a unitary state, the efforts of the central government to control each other over various government affairs are very clear. Understanding democracy in the state by John Locke is a democracy that leads to the approval of the law. Laws must be made and agreed together. Agreement must be unanimous, if this not possible then the law must still be made according to the provisions of the majority. In absolute power, usually the policy of the State or system of government, holders of power rule absolutely and are not limited by constitutional bodies.
